What is expected of cities and municipalities regarding the NAP MMTIS?

Cities and municipalities have the obligation to register their mobility related datasets according to the Delegated Regulation (EU)2017/1926. This currently only applies to data that is already available in a machine readable format.

More specifically, this involves the following data categories:

  • Points Of Interest (POI's) (related to transport information, e.g. airports, railway stations, ports and other transport hubs)
  • Cycle route network (segregated cycle paths, mixed traffic, mixed pedestrian and cycle path)
  • Pedestrian and accessibility network
  • Park & Ride stops Bike sharing stations (the permitted drop-off zones defined by the city/municipality)
  • Secured bicycle parking facilities (e.g. locked bike garages)
  • Car parking (where and how to pay for car parking?)

If this data is part of an aggregated dataset that is already registered on the NAP ITS, the data does not need to be registered separately a second time. E.g. the data category “addresses” should be registered on the NAP ITS, but this is already present on the NAP ITS in the datasets "BestAddress" for all Belgian cities and municipalities. If the data of e.g. “bicycle parking facilities” of a city or municipality is already included in the “Velopark” dataset on the NAP ITS, it does not need to be registered as a separate dataset again.

Depending on the data category, the data is recommended to be registered in a certain format.

  • Datex II: for data related to car parks 
  • Inspire: for data related to spatial networks (road network, POI’s)
  • NeTEx: drop-off zones for free-floating shared scooters and bikes, car parks dedicated to shared cars, …

 

Important: Transportdata.be is collaborating with the regional dataportals for the registration of data from the local authorities. By harvesting datasets from these regional portals we respect the principle that the data should be registered "once-only". This will reduce the administrative burden for the local authorities as data providers.

We therefore ask local authorities to register their mobility datasets and services on the regional portal instead of directly on the NAP ITS, so that they can later be harvested from there. Once registered on the regional portal, we ask local authorities to complete the final steps:

  • Create an account and organization for your local authority on Transportdata.be
  • Mention in the description of your organization what datasets you have registered on the regional portal.
  • Submit your Declaration of Compliance for the Delegated Regulation MMTIS.
