The main goal of the NAP ITS is to make the datasets that are available visible and findable ("discoverability"). Access to the dataset is directly made between the user and the data owner (whose contact details can be found in the metadata).
The concrete role of the NAP’s in this will be further elaborated, mainly on a European level within the NAPCORE project.
